Job description

POSITION SUMMARY

The Payroll Data Governance Business Systems Analyst is capable of understanding and working in partnership with the business users to formulate recommendations for business process design, break-fix analysis, regulatory updates, testing and enhancements to an Oracle HCM implementation.

RESPONSIBILITIES

  • Evaluates, plans, and implements improvements in business processes and practices, by partnering with business leaders, super users, and end-users (business partners).

  • Develops and redesigns the business capabilities provided by Oracle HCM and other applications in the HRMS group portfolio, including data flow analysis, system configuration, data setup, recommendations to implement new features or functions.

  • Fosters a strong relationship with business users in the Payroll functional area.

  • Responsible for being a subject matter expert with the applications supporting specific area or areas of HR business function, including but not limited to Payroll and Time & Labor.

  • Serves as a functional team lead for bi-Weekly Payroll process, small projects, releases, and other implementations specific to the Payroll area of work, including coordination of tasks, testing, delivery of work from other groups within the IT department and business areas.

  • Leads conversations and facilitates discussion with technical resources to translate functional business requirements into technology solutions.

  • Initiate and lead work focused on the functional and technical aspects of multiple enterprise applications, including system configuration, process, and analysis. Review of functional/technical specification or code in partnership with technical resources.

  • Reviews and participates in the design, creation, and execution of system, regression, performance, test plans, scripts, and coordinates user acceptance testing. Provides guidance to business partners on QA best practices.

  • Communicates key milestones for assigned activities and manages planning and delivery of assignments.

  • Understands Payroll business cycles and is able to provide feedback and guidance as it relates to adverse impacts, risk mitigation, and implementation.

Profile

QUALIFICATIONS
  • Extended knowledge of Oracle HCM Cloud Global Payroll,

  • Experience with time and labor applications, time processing, including Peoplesoft and Kronos in a large organizations (>10,000 employees)

  • Functional knowledge of Payroll business processes, as delivered by Oracle HCM for all core HR functions.

  • Ability to document requirement and functional specification documentation for system enhancements and regulatory changes.

  • Technical skills, including query writing and execution, data validation and analysis, SQR reporting and process scheduling.

  • Payroll implementation and upgrade application project experience (including rule setup and an understanding of key configurations) in large organizations.

  • Experience in setting up Oracle HCM configuration (pay codes, earning codes, job data, etc.)

  • Experience in Kronos functional and time management

  • Experience leading functional projects and reviews with business partners, including facilitation, problem negotiation, and mediation.

  • Four year degree in IT or related business area or equivalent work experience

  • 5 plus years as Business/Applications Analyst working with Oracle HCM and/or PeopleSoft HCM ( 9.0 or 9.1)


EDUCATION AND EXPERIENCE
  • Bachelor's degree or related experience.

  • 3-5 years of experience as a Buisnnes/Applications Analyst.

  • Experience presenting to senior level leadership and a cross-functional audience

  • Advanced PC skills including Excel, Access and PowerPoint

  • Process documentation ownership experience.
