The primary role of the Technical Director, R&D Compliance Business Analyst is to provide deep functional subject matter expertise along with sole product ownership responsibility for the respective domain. This position plays an important role to support Global Regulatory and Quality Technology Lead on shaping the strategies and delivering best solutions to the business to achieve the strategy and drive competitive advantage. The Technical Director, R&D Compliance Business Analyst involves in identifying, prioritizing and delivering projects that support ELC R&D long term growth opportunities. As a domain expert, the Technical Director, R&D Compliance Business Analyst provides leadership and management on respective application solutions for R&D Compliance operations and processes. As a functional process acumen, The Technical Director, R&D Compliance Business Analyst drives business process analysis, searches best-in class applications/ technical solution and provides optimum solution via forming efficient and lean operational processes across business operations. As an evangelist, this role stays abreast of functional and development tools, trends and practices that should be considered for future initiatives. This position is responsible for forming, developing, implementing and continuously improving ELC R&D IT project management and SDLC processes through leading and coaching Business Analysts and developing new capabilities across the team. The Technical Director, R&D Compliance Business Analyst support Global Regulatory and Quality Technology Lead on planning technology investments and sub-functional projects' financial performances. For this role R&D / PLM background in highly regulated industry is required and consultancy experience in life-science (PLM/ R&D or related) practices are highly preferred. Key Activities Accountable for R&D Compliance project portfolio including integration across enterprise technology solutions and technologies. This includes running regular portfolio planning (cost, resource, time), monitoring the progress with KPIs, managing the portfolio risks, effectively managing the stakeholders, communicating the project status and delivery with excellence Plans and delivers the projects to ensure that designed and implemented technology solutions aligned with business strategies and priorities through technology and continued process improvements. Leads a BA team who is accountable for innovative & strategic technology solutioning for this domain Builds teams and develop core domain expertise in the group in order to strategize and manage project portfolio with excellence. Responsible for team hiring, training, development and performance evaluation/improvement plans Based on business priorities and objectives, establishes project portfolio, contributes to the development of product roadmap and project plans, leads building business requirements and delivery against the product strategy Manage internal customer relationships and expectations by developing a communication process to keep others up to date on project scope and requirements. Ensures that enterprise and operational processes, guidelines, execution model are in place and directly contributes for continuous improvement of operational efficiency. Works collaboratively across the IT organization to ensure all technology services needs are identified in a timely way and communicated, integrated, planned and budgeted effectively. Must effectively communicate and collaborate with other sub-functional leaders and teams under R&D IT Global R&D, Quality and Regulatory function. Actively searches new and innovative technologies and solutions for this domain and coordinate with technology providers to evaluate these solutions and service offerings. Establish and manage partnership relations with current ELC vendors, plan and strategize future product enhancements together with Global Regulatory & Quality Technology Lead. Coaching and mentoring employees with a goal of developing and retaining talent Be proactive at identifying, quantifying, and managing project and portfolio risks, plan the mitigation actions, follow-up the execution; organizes and leads lessons learned meetings Leads the design and associated documentation of IT project portfolio by managing the creation of product roadmap, user stories, requirements documents, use cases, process workflows, wireframes and mockups within traditional SDLC and Agile frameworks. Facilitates the development of business cases and drives the execution of ELC Program Assurance Program Ensures the planning and execution of GxP Validation policies and SOPs on the portfolio projects Understand the elements of user experience and visual design and the application and benefits of a user-centered design process in the delivery of solutions Facilitate collaborative system and data design sessions with the user community, technical architecture resources, and development resources.

Profile

Minimum Education level: Bachelor's degree in Computer Science, Information Technology or related field or equivalent experience. Minimum Years of Experience: 10+ Licenses or Certifications: Agile, Scrum, SAFE certifications are desirable Additional Job Specifications (e.g., physical demands, working conditions, equipment/machinery, specific skills, etc.): Technical Skills and Qualifications Minimum of 10 years of experience in leading and delivering global and big technology integration and transformation programs for highly regulated industries focusing on R&D / PLM areas, Or min 8 years of consultancy experience in life science (or related) practices highly preferred Bachelor's Degree in information technology, engineering, computer science, management information systems Solid understanding of R&D Compliance processes in the regulated industry. GxP compliance experience is preferred. Continuous learning & curious. Keeps abreast of best-in-class R&D functions and is familiar with the competitive practices and technologies. Expertise in application design/architecture, integration architecture development, enterprise application integration, and integration technologies solutions and standards Competent in new technology evaluation, ability to support technical change management and provide thought leadership skills in integration technologies, tools and services Experience in using data and data science to drive quantitative analysis and break-through outcomes Functional Skills Hands on experience in all phases of applications systems analysis, product and portfolio management through integrating and applying SDLC development methodology (Waterfall/ Agile) Deep understanding and experience in integrating business process management approach (workflow documentation and design, As-Is/ To-Be analysis, etc.) into business analysis practices and processes Intense focus on business outcomes, demonstrating the ability to have material impacts on core business measures in functional domains Ability to lead portfolio (concurrent multiple large projects), manages global and complex stakeholders and a variety of viewpoints to build consensus, collaborate and create positive outcomes for all parties Ability to simplify & standardize complex concepts / processes and translate them to technical solutions Use data and insights to inform conclusions and support decision-making Impeccable written and oral communication credentials, coupled with strategic influencing skills and the ability to drive agreement through intellect, interpersonal and negotiation skills. Ability to build and leverage the capabilities of a high-performing team, as well as business partners across the enterprise. Able to foster innovation, drive critical decisions, hold business partners accountable, and be able to consistently deliver results. Ability to manage and sequence delivery of business intent, build business requirements and execute against strategy.
